Director of Skills Alignment

The newly created role of Director of Skills Alignment will play a critical part in ensuring the skills system in Scotland is fully aligned and efficiently delivering the learning and skills necessary for sustainable and inclusive growth. The alignment of planning and investment in skills between the Scottish Funding Council (SFC) and Skills Development Scotland (SDS), will ensure that Scotland’s people and businesses are equipped with the appropriate skills to succeed in the economy, both now and in the future.

The Director of Skills Alignment will develop and implement a phased, strategic approach which is consistent with the 5-step National skills planning and provision model. Considering national, regional and sectorial needs to produce a robust assessment of Scotland’s national skills demand, they will establish common monitoring criteria to inform decision making and ensure the joint skills provision plan adequately balances the needs and priorities of ‘inclusive growth’. Based on the evidence gathered, the post holder will provide skills investment advice and recommendations to the boards of SFC and SDS, and ultimately the Enterprise & Skills Strategic Board, and will therefore have significant influence over the funding of skills provision across Scotland.

An engaging and collaborative leader, the Director of Skills Alignment will actively combine strengths in strategic thinking, planning and evaluation, with an understanding of the need for securing public value; focusing on the supply and demand for learning and skills, and the match of provision to local, regional and national economic need. With direct experience in shaping and delivering transformational change and leading complex projects, the successful candidate will bring highly-tuned influencing and negotiating skills and a proven ability to work collaboratively across organisational boundaries.
