This is an excellent opportunity to work at a senior level to influence and shape the physical environment and infrastructure of the College. You will support the Senior Management Team (SMT) in its objective to become an ‘outstanding’ College by ensuring that the Estates Strategy is fully implemented.
Our financial position, reputation, quality and curriculum are all strong. The College was Ofsted inspected in January 2016 and was graded ‘good’ with some outstanding features. Ofsted confirmed that “One of the college’s many strengths is leaders’ responsiveness to external changes; for example, in national and regional policy initiatives, and in labour market demand. Leaders continue to develop the curriculum well, and provide an increasing range of apprenticeships. The college’s financial position is impressive in the context of current economic constraints, and has enabled [the College] to invest in a significant building project, which is nearing completion.”
You will have responsibility for the strategic and operational management of all functions within the Estates and Facilities Team, which supports business objectives and adds value to the organisation.
The role impacts on around 600 staff and 5,000 students, and 26,500 square metres of buildings and infrastructure across the College campus. The College resides on a single campus in Ewell Epsom. The total site of around 60 acres is in the freehold ownership of the College. Fixed and property assets are currently valued at approximately £66m. Running costs are approximately £1.2m per annum.
The role will be responsible for the production and implementation of appropriate structures, policies, standards and procedures to manage the estate across the following areas:
- Strategic planning, Town and Country planning.
- Project management and capital planning.
- Professional and technical support.
- Insurance.
- Procurement of utilities and management of energy and environmental issues.
- Mechanical, electrical and building maintenance.
- Campus support services (catering; nursery; reception; security; cleaning; post; distribution; stock and porterage).
- Grounds maintenance, including horticultural and landscape management.
- Health and Safety and waste management.
- Administrative operation in support of the Estates & Facilities Team.
- CAD, CAFM systems management.
The Estates & Facilities Team has 15 staff, plus cleaners, contractors and part time staff for events. The overall Team budget for 2017-18 is approximately £1.7m (pay and non-pay) plus major capital projects to the value of £500k. The role will work closely with the College’s Procurement Team to procure and manage efficiently all works, projects, services and facilities related to the operation and maintenance of the College estate, at all times seeking best value. You should have proven experience of managing estates and facilities. We are looking for an inspiring leader that can motivate, encourage and support staff to deliver an exceptional physical environment.
